Subject: Memorandum for financial up gradation of pay scale of postmaster cadre related to recommendation with 7th Pay Commission Report

Respected Sir,
                        With reference to above cited 7th CPC report, we will like to bring your kind notice regarding major discrimination was found in 7th CPC report. We are looking forward to you to represent our all these demands cum requests towards 7th CPC, Ministry of Communication & IT and Directorate which are mentioned below.

In 7th Pay Commission,
  1. Commission has included Postal Assistant (PA) in existing hierarchy of Postmaster Cadre as per para no. 11.08.16, which is totally erroneous as hierarchy of Postal Assistant is already mentioned in para no. 11.08.22.
  2. Commission has made a huge typographical mistake by written as Postman instead of Postmaster  mentioning  the method of filling of Postmaster Cadre Grade II, III & Sr. Postmaster
  3. Commission has mentioned the method of filling of Postmaster Grade II & III by LDCE (Limited Departmental Competitive Exam) while as per recruitment rules method of filling is as under.

  1. Commission recommends permission to Postmaster Grade II & III to appear for LDCE along with Inspector (Posts) for the balance 75 percent of the Senior Postmasters’ posts. It is injustice for Postmaster Grade II & III that they have to compete with Inspector of Posts for Sr. Postmaster (Group B) Cadre, but for filling of 75 percent posts of Superintendent (Posts) Postmaster Gr.II & III can not appear LDCE along with Inspector (Posts). It is requested either give permission to Postmaster Gr II & III to appear in LDCE for the post of superintendent (post) or remove Inspector (Posts) at the time of filling of 75 percent posts of Sr. Postmaster by LDCE.
  2. Commission has upgraded the post of Superintendent from GP 4800 to GP 5400 as per para no. 11.8.21 while its parallel post of Sr. Postmaster remains same. It is recommended that the grade pay of Sr. Postmaster must be upgraded to 5400 instead of 4800. Simultaneously grade pay of Postmaster Gr.III upgraded to 4800 instead of 4600, grade pay of Postmaster Gr.II upgrade to 4600 instead of 4200 & grade pay of Postmaster Gr.I upgraded to 4200 instead of 2800.
  3. As per para no. 11.8.19 of 7th CPC report the post of Inspector of Posts are filled by LDCE from Postal Assistant (5 years of qualifying service as per recruitment rules. While the Postmaster Gr.I & II the higher posts of postal assistant could not appear in LDCE for the post of Inspector (Posts). It is truly recommended to give permission to Postmaster Gr.I to appear in LDCE for the post of Inspector (Posts) or upgrade the Grade Pay of Postmaster Gr.I to 4600 similar with Inspector(Posts) as per 7th CPC.



Postmaster cadre was introduced with a view to fight future challenges in operational level of department of posts mentioned in para no.2 of letter no. 4-17/2008-SPB-II dated 22.11.2010. If above mentioned requests will not be approved, the whole postmaster cadre will be demoralized & felt cheated.
