Subject: Mandatory use of CompDDO software developed by NIC for processing of salary payment of Govt. employees.Sir,
During the last Apex Committee Meeting held on 5th November, 2013 under the Chairmanship of Cabinet Secretary to review the progress of implementation of Mission Mode Projects (MMP), it was decided that the comprehensive
DDO package (CompDDO) developed by MC will be mandatorily used by DDOs
of all Ministries / Departments to facilitate the smooth implementation
of the Online Tracking System for Sanction and Payment
of pension. You may also like to refer to Department of Pension &
Pensioners' Welfare letter No. 55/ 22/ 2012-P&PW(C) dated 17/06/2013
(copy enclosed) on the subject.
2. All Ministries /Departments are, therefore, requested to confirm that CompDDO is being used by all the DDOs under their Administrative control, so as to enable this Department to apprise the Apex Committee of status.

Subject: Development of Online Tracking System for payment of Pension other Retirement. dues - Release -of salaries and -pension related benefits to employees through CompDDO software.Sir,
Under the
National e-Governance Plan of the Government of India, the Department
of Pension and Pensioner's Welfare has been implementing a web based
Missions Mode Project on Pensions called the "Pensioner's Portal" since
March, 2007. One of the suggestions for effective implementation of
Pensioners Portal, made by the Expert Group headed by Dr. Sam Pitroda,
advisor to PM, on Public Information Infrastructure and Innovation, is
to provide end to end services to Pensioners.
With a view to implementing the above suggestion made by the Expert
Group, the Department of Pension and Pensioners Welfare is in the
process of developing an online tracking system for retiring Government servants to track sanction and payment of pension and. other retirement dues online through a web based application.
The above web based application will require linkage of existing
software applications of the Drawing and Disbursing Officers (DDOs) and
Pay and Accounts Offices (PAOs) with the proposed Bhavishya software.
Thus, it becomes necessary for all DDOs to process the payment of salary and Pension related benefits of employees under their payment
control through a common package CompDDO is such a package developed by
the Accounts Informatic Division of the NIC and is being implemented
through NICSI
You are therefore requested to extend necessary cooperation in this Department's endeavour by issuing necessary directions to
all the DDOs under your administrative control to release all payments
mandatorily through the CompDDO software. The NIC wing of your ministry
may be approached for necessary assistance in this regard.
